Land Use Plan for e TecK’s Biljah Business Park

A review of tenant operations on e TecK’s Legacy Parks (existing parks) is currently underway by the company’s Health, Safety, Security and Environment (HSSE) Unit.  This review is coupled with the identification of potential conflicts in uses amongst tenancies, which may result in the contravention of statutory standards with respect to HSSE. An example of such contravention may be a food and beverage business in close proximity to a chemical processing facility.

In light of the above, e TecK’s Assets Department developed a Land Use Plan for Biljah Business Park as a pilot project. This project was undertaken to identify clearly the land use for each tenant parcel in order to assess any potential conflicts between these parcels and enable e TecK’s Real Estate Assets Division to mitigate same.

This pilot project was carried out in conjunction with the Land Management Unit of the Ministry of Agriculture, Lands and Fisheries which included the following:

  • Digitize all parcel survey boundaries for the Biljah Industrial Park and overlay this to an aerial image of the site using a Geographic Information System (GIS)
  • Confirm the ISIC (International Standard Industrial Classification) Coding for each parcel, that is, the current land use as classified by the said Standard.
  • Link the Codes to the parcels through the GIS to establish a map of the land uses
  • Apply visual contrasts and formatting to the map to produce the Land Use Plan

The plan was completed on May 8, 2019 and represents a template for other Legacy Parks going forward. The next Parks earmarked for development of Land Use Plans are the Macoya, Trincity and Diamond Vale Industrial Parks.
